Sys.Initialize

Checks whether REGOS: VCR can be used.
Checks REGOS: VCR availability, the number of unsent receipts in memory, and the number of available ZReports.

Input parameters

The method has no input parameters.

ReceiptMaxCount int64 Maximum number of receipts
ZReportCount int64 Number of opened ZReports
