[POST] .../v1/department/delete
Deletes department. Use this destructive method to delete an item department that should no longer be available for catalog grouping. It requires a positive id and returns row_affected after the persistent layer checks whether the department can be removed. The current implementation checks department select permission before deletion; missing body, invalid id, denied access, related item restrictions, missing records and storage errors are returned as HTTP 200 ErrorResult business errors.
